A gumasta license is the registration certificate issued under the Madhya Pradesh Shops and Establishments Act, 1958 to shops, offices, hotels, restaurants and other commercial establishments. In MP you apply online on the Labour Department’s Shram Sewa portal, and after the 2025 amendment the registration no longer needs periodic renewal. You only update it when your details change or you close the business.
Below: who needs Gumasta registration in Indore, documents, the online process, certificate download and common mistakes.
What is a gumasta license?
“Gumasta” is the old local word for a shop clerk, and in MP and Maharashtra it became the everyday name for the shop act license. Officially it is registration of a shop or establishment under the MP Shops and Establishments Act, 1958 and the MP Shops and Establishments Rules, 1959.
It is a labour law covering working hours, weekly holidays, leave and employee records. The certificate is widely accepted as proof that your shop or office exists at that address.
It is different from a municipal trade licence, which Indore Municipal Corporation handles for certain trades. Some businesses, such as eateries, may need both. Food businesses also need an FSSAI food licence or registration.
Who needs Gumasta registration in Indore?
Broadly, every shop and commercial establishment covered by the Act needs shop and establishment registration. That includes:
- Retail and wholesale shops, kirana and general stores, showrooms
- Offices of proprietors, partnership firms, LLPs and companies, including small consultancy and IT offices
- Restaurants, cafés, sweet shops, dhabas and eating houses
- Hotels and lodges, theatres and places of entertainment
- Coaching classes, salons, clinics run as businesses, godowns attached to shops
There is no minimum number of employees for registration. An owner-run shop with no staff is generally expected to register too. The 20-worker figure you may see in news about the 2025 amendment relates to inspections, not registration: inspectors need prior approval from the Labour Commissioner before inspecting establishments with 20 or fewer workers.
The Act is in force in Indore city. If your shop is in a rural or panchayat area around Indore, Dhar or Dewas, ask the district labour office whether the Act has been extended to that area.
What changed in 2019 and 2025: is gumasta license renewal still needed?
Many online articles are out of date here. The timeline as we could verify it:
- Before 2019: registration was granted for a period (commonly five years) and had to be renewed.
- 2019: the MP Labour Department notified rule changes so that a registration certificate stays valid until the employer notifies closure of the establishment. Published fees at that time were ₹200 for establishments with up to three employees and ₹250 for more than three.
- 15 December 2025: the MP Shops and Establishments (Second Amendment) Act, 2025 came into force. It moved registration fully to a notified online portal, provides for the certificate to be generated automatically after you submit the application and pay the fee, removes the renewal requirement, and caps the registration fee at ₹2,500 per establishment.
So for a new registration today, think of gumasta registration as one-time. What you must still do:
- Apply within 30 days of the Act applying to you (in practice, within 30 days of starting the business).
- Update any change in details (name, address, owner, partners, manager, nature of business) on the portal within 7 days.
- Report closure within 10 days, after which the certificate is cancelled.
Check before you pay: the ₹2,500 figure is the legal maximum, not necessarily the fee you will be charged. The portal shows the applicable fee at the challan stage. If you hold an old five-year certificate from many years ago, check its status on the portal or with the labour office, as older certificates may need a fresh registration or an amendment.

Based on the MP Labour Department’s published checklist, keep these ready as clear scans:

- Photo ID of the owner: any one of Aadhaar, voter ID, passport, PAN card or driving licence.

How to apply for gumasta license online: step by step
The application is made on the MP Labour Department’s Shram Sewa portal, which is linked from the MP Labour Department website. Screens change from time to time, but the flow is:
- Open the Shops and Establishment section on the Shram Sewa portal and choose new registration.
- Fill in the employer and establishment details: owner or management names, postal address, date of starting, category of establishment and number of employees.
- Note your docket number and password. These are sent by SMS to the mobile number you enter. You will need them to track the application, reply to objections and download the certificate, so use a number you control.
- Upload the documents listed above in the required format.
- Pay the fee online through the cyber treasury or by challan under the head shown on the portal.
- Submit and track. The portal says that applications under Ease of Doing Business are processed by the department within one working day, with an outer limit of 30 working days under the MP Public Service Guarantee Act.
- Respond to any objection online using the same docket number. Do not file a fresh application.
- Download the certificate once you get the SMS that it has been generated.
You do not need to visit the labour office for an online application. You can also apply through a Lok Seva Kendra or an authorised MPOnline kiosk, which charge an extra service fee.
Gumasta licence download and verification
Log in to the Shram Sewa portal with your docket number and password to see the status and download the certificate. The portal issues a digitally signed certificate, so the PDF itself is valid. Keep the docket number and password safe, because you will need them for future amendments and for closure.
Print the certificate and display it at your premises, as the law requires. Its details should match your other documents exactly.
Where a gumasta certificate helps
| Use | How the gumasta certificate helps |
|---|---|
| Current bank account for a proprietorship | RBI’s KYC rules ask for two business proofs in the firm’s name. A Shops and Establishment certificate is one of the listed options, along with Udyam, GST and others. |
| GST registration | Not compulsory for GST, but it supports proof that the business runs at the declared address. |
| Udyam / MSME registration | Udyam is a free Aadhaar-based self-declaration and does not need gumasta, but banks and schemes often ask for both. |
| Tenders, GeM, loans, payment gateways | Commonly asked as proof of an established business premises. |
Common reasons for objections or rejection
The district labour office can raise an objection if the documents, fee or information are incomplete or wrong. In practice, these are the usual causes:
- Name mismatch between Aadhaar, PAN and the application (spelling, initials, father’s name).
- Shop address proof that does not match the address typed in the form, or an electricity bill in someone else’s name without a rent agreement or NOC.
- Expired or unsigned rent agreement, or one with no shop address clearly written.
- Blurred, cropped or password-protected scans that the officer cannot open or read.
- Wrong category of establishment (for example, “shop” chosen for what is really an office or restaurant).
- Fee paid under the wrong head or a challan that is not linked to the application.
- Missing partnership deed or company documents for a firm or company.
Tip: Fill the business name exactly as you will use it for your bank account, GST and signboard. Changing it later means an amendment on the portal.
